Typical Form,Practice Trend, and Institutional Arrangement of Composite Utilization of Homestead
The composite utilization of homestead is an important way to ensure the land demand for rural residential and industrial de-velopment.The composite utilization of homestead is caused by the combined effects of factors such as homestead management system, rural industrial land characteristics, and population mobility, including three typical forms:purpose composite, use subject composite, and rights composite. The exploration of the purpose composite and the use of the subject composite of homestead have been quite suffi-cient.The combination of rights is the focus of practical exploration, and it focuses on providing other channels beyond leasing for non-farmers to use homesteads and more secure rights and interests. The composite utilization of homesteads faces issues such as the lack of supervision over rural housing construction, the expansion of the subject of homestead use rights, and the violation of the logic of rights derivation in the transfer of homestead use rights.Based on the new situation faced by the composite utilization of homesteads,sugges-tions have been put forward from the aspects of improving the management system for the use of homesteads, conditionally granting ur-ban residents more secure use rights of homesteads, and establishing a mechanism for protecting the rights and interests of the owners of homesteads.
