Promoting high-quality and full employment is the new orientation and mission of the employment work on the new journey in the new era.This is a new conclusion made by scientifically grasping the law of employment,deeply understanding the changes in the development environment and employment contradictions worldwide,and living up to the new expectations of the people.From the perspective of theoretical connotation,high-quality and full employment constitutes both a macro employment pattern characterized by abundant opportunities,efficient matching,robust safeguards,and smooth mobility,and a micro manifestation enabling workers to possess satisfying jobs,proficient skills,reasonable income,and reliable safeguards.From the perspective of new ideas,the promotion of high-quality and full employment has been elevated to an unprecedented historical position,fully reflecting that employment integrates livelihood,economic,social,and political attributes.Since the 18th National Congress of the CPC,China has achieved relatively full employment,and the most important experience is to insist on putting employment in a prominent position in the governance of the country.The current goals of building an employment-friendly development model,opening up new horizons in employment through a new thinking in seeking jobs,and accelerating the building of China's theoretical system on employment provide a reliable theoretical basis for effectively guiding China's employment practice.From the perspective of new conclusions,the understanding and accumulated experience of the law of employment work in practice is an important conclusion to guide China's employment theory to facilitate the actual employment endeavors in China.This includes upholding the Party's overall leadership over the employment work,insisting on taking employment as the basic part of people's livelihood,and implementing the employment-first strategy.All these are the fundamental guarantees to promote the realization of the goal of high-quality full employment.From the perspective of new requirements,combined with the task requirements of the Third Plenary Session of the 20th CPC Central Committee on promoting high-quality and full employment,we must develop new employment growth points and cultivate new driving forces for securing the steady expansion of employment.We should address the structural employment problems of the imbalance between human resources supply and demand,and accelerate the development of modern human resources with good quality,sufficient quantity,optimized structure and reasonable distribution.We should improve employment support policies for key groups and further improve the quality and efficiency of public services for employment.We should deepen the reform of the employment systems and mechanisms and give full play to the decisive role of the market in allocating resources.We should strengthen the protection of workers'rights and interests and relieve workers'worries.Party committees and governments at all levels should regard employment as a top priority of people's livelihood,and make promoting high-quality and full employment the core content and key task of their work.
