National Role Positioning of Latercomer Countries with Manufacturing Industry Embedded into the Global Value Chain
In the process of embedding into the global value chain,global governance is an extension of na-tional governance rather than a dominant one.As a key mechanism or core variable that explains market economy and economic development,the state still plays an important role in the industrial operation system and industrial innovation system.Due to the heterogeneity of countries,neither European and American devel-oped capitalist countries with the government role alternating between"night watchman"and"intervenor"nor the East Asian developing countries with the government as a"leader"can be taken as a reference for the inte-gration of the manufacturing industry of latercomer countries into the global value chain.Simple transplanta-tion and imitation cannot promote the high-end development of manufacturing.Under the division of labor pat-tern of core-periphery in the global value chain,China,as a latecomer,lags behind in embedding non-strategic links of the global value chain,facing obstacles such as technological gaps and monopolistic pressure in climbing up the global value chain.China should fully leverage the institutional advantages as a socialist country,rebuild the national role in the embedding of the manufacturing industry in the global value chain based on the top,core,and bottom logics,and build an industrial innovation ecosystem empowered by the chain leader institution based on a new system for mobilizing resources nationwide.
