Current Situation,System,and Capacity Building of Public Data Sharing in China
In recent years,China has attached great importance to the value of data as a factor of produc-tion,in which public data is an important part.Public data release a great value and comprehensively empower economic and social development only when being circulated in the government system and flowing smoothly in the market and society.The regulations,policies,and standards for public data sharing,as well as the num-ber,capacity,and quality of public data sharing platforms in China,keep improving.Despite the evident prog-ress in data utilization,there are problems such as inadequacy,lack of coordination,imbalance,and unsustain-ability.These problems reflect the shortcomings and bottlenecks in China's public data sharing systems and capacity.Therefore,it is essential to establish a system and build up the capacity that are conducive to the smooth circulation of public data among the government,market,and diverse private sectors,so as to fully un-leash the value of public data as a factor of production.
