摘要
"四水四定"重要论断是对马克思主义流域经济理论的科学发展与创新,为推动新时代中国流域经济高质量发展提供了重要的理论支撑和分析视角.基于这一分析视角,从流域与城市、流域与土地、流域与人居及流域与产业之间的四重关系及其矛盾切入,能够探讨新时期我国流域经济不平衡不充分发展的现实问题域.紧扣这些问题,要基于"四水四定"视域,有效统筹流域经济中的水、城、地、人、产等各个方面,不断促进流域与城市、流域与土地、流域与人居及流域与产业之间关系和谐,将流域打造成"水城地人产"有机融合的新时代高质量发展经济体.
Abstract
The proposal of"basing four aspects on water resources"is a scientific development and innova-tion of Marxist basin economics,providing theoretical support and an analytical perspective for the high-quality development of China's basin economy in the new era.From this analytical perspective,probing into the relationship and contradictions of river basin with cities,land,human settlement,and industries(four as-pects)can help to explore the practical problem of imbalanced and insufficient development of China's river basin economy in the new era.In view of this problem,it is necessary to coordinate water resources,cities,land,human settlement,and industries in the basin economy from the perspective of"basing four aspects on water resources".Improving the harmonious relationship of river basin with the four aspects can facilitate the building of the basin into a high-quality development economy characterized by the integration of water,city,land,people,and industry in the new era.
