摘要
新质生产力是马克思主义政治经济学中国化时代化的重要理论成果,也是新时代推动创新驱动发展、引领战略性新兴产业和未来产业发展的行动指南,具有涉及领域新、技术含量高、要素配置优、环境友好等特点.新质生产力的形成具有客观必然性,是新技术持续涌现和群体性突破带来新赛道、数据等新生产要素进入生产函数、"科技—产业—金融"顺畅循环、强大国内市场有力支撑、产业基础积淀和高素质劳动者、企业活力和企业家才能充分发挥作用等六个方面因素相互交织孕育形成的结果.应抓住新一轮科技革命和产业变革机遇,进一步深化改革开放,强化创新驱动,推动前沿技术和颠覆性技术加速涌现,促进数据等新生产要素活力充分释放,构建顺畅的"科技—产业—金融"循环,加快建设全国统一大市场,夯实高素质劳动者和产业基础,充分激发企业活力和企业家才能,培育发展战略性新兴产业和未来产业,汇聚新质生产力形成的磅礴动力.
Abstract
New quality productivity is an important theoretical achievement of the sinicization and modern-ization of Marxist political economy.It serves as an action guide for promoting innovation-driven development,leading strategic emerging industries,and boosting industrial development in the new era.New quality produc-tivity involves new fields with high technology,optimal allocation of factors,and environmental friendliness.The formation of new quality productivity is the result of the interactions between six factors:the emerging new technologies and group breakthroughs,the entry of new factors of production such as data into the production function,the smooth technology-industry-finance circulation,strong domestic market support,the accumula-tion of high-quality workers and industrial foundations,and high vitality of enterprises and high talent of entre-preneurs.We should seize the opportunities of a new round of technological revolution and industrial transfor-mation to deepen the reform and opening up and strengthen innovation,thus accelerating the emergence of cutting-edge and disruptive technologies.Measures should be taken to fully release the vitality of new factors of production such as data,smooth the"technology-industry-finance"circulation,and build a unified na-tional market.Furthermore,efforts should be made to consolidate the foundation of high-quality workers and industries,fully stimulate the vitality of enterprises and entrepreneurial talents,and cultivate strategic emerg-ing industries and future industries,thereby providing energy for the formation of new quality productivity.
