Resolving economic conflicts,breaking through economic constraints,and exploring a new path of economic development in border areas are inherent needs for building border areas and maintaining na-tional security.Moreover,they are inevitable choices for building a new development pattern,deepening coor-dinated development between regions,and enhancing the resilience of national economic and social develop-ment under the requirements of the Second Centenary Goal.In view of the previous practice and current situa-tion,the high-quality development of border economy focuses on the innovation-driven development and culti-vation of momentum for border innovation,economic linkage and integration between regions,economic ag-glomeration based on factor clustering,and high-level opening up and integration into the new development pattern along the border.To promote high-quality development of the border economy,the first step is to break through the four constraints of external shocks,momentum switching,structural imbalance,and system limita-tions.Measures include encouraging the collaborative innovation in the border areas to enhance the compre-hensive competitiveness of the border economy;accelerating the deep integration of border areas with other re-gions to facilitate the coordinated economic development between regions;promoting the aggregation of high-quality factors of production to accelerate the transformation and upgrading of border industries;building a high-level form of opening up to form a new pattern of border opening up;improving the policy system design to ensure the open development of border areas.
