碳减排中政府与市场关系的理论分析

摘要
文章阐述了政府促进企业碳减排的作用机制、偏差影响及内在原因,分析了市场调节企业碳减排的客观作用、演变特点和主要缺陷,认为有效推动企业碳减排的一个关键问题是处理好政府与市场的关系.因此,反思和分析企业碳减排中政府与市场关系的理论和实践,是探讨解决减排动力和活力问题的一个内在逻辑.当前,在我国经济发展面临需求收缩、供给冲击和预期转弱三重压力的情况下,企业发展与减排的矛盾突出,反映了短期生存压力与长期转型发展的矛盾.现阶段我国推进企业碳减排要注重三个方面:一是促进政府政策与市场作用的有机结合;二是充分发挥政府调控对企业减排的引导作用;三是发挥企业作为市场主体的主动性和积极性.
Abstract
This article elaborates on the mechanism,differential impact,and internal reasons of the govern-ment in promoting the carbon emission reduction by enterprises and analyzes the objective role,evolutionary characteristics,and main shortcomings of market regulation in carbon emission reduction.It is believed that a key issue in promoting carbon emission reduction is to handle the relationship between the government and the market.Therefore,probing into the relationship between the government and the market in carbon emission re-duction is essential for exploring solutions to the motivation of carbon emission reduction.In the face of triple pressures of demand contraction,supply shock,and weakened expectations on China's economic develop-ment,the contradiction between enterprise development and carbon emission reduction is obvious,reflecting the contradiction between short-term survival and long-term development.To promote carbon emission reduc-tion by enterprises,China should make efforts to promote the integration of government policies and market roles,give full play to the guiding role of government regulation in reducing carbon emissions,and stimulate the initiative and enthusiasm of enterprises as market entities.
