加快构建和应用新质生产力是实现更高水平的粮食安全和加快建设农业强国的题中应有之义,推动新质生产力保障粮食安全具有必要性和可能性,需要科学把握二者的内在联系,正视过程中面临的生产力水平与资源协同能力等方面的机遇与挑战.为此,必须坚持党的集中统一领导,健全新型举国体制,充分发挥教育、科技、人才的基础性、战略性支撑作用,以高水平农业科技自立自强支撑引领农业强国建设.既要以农业关键核心技术攻关为引领,以产业急需为导向,不断塑造发展新动能,又要统筹新质生产力与传统生产力及粮食产业的衔接、整合、提升,对其进行拔尖、托底、塑形、扩容.
Abstract
Accelerating the forming and application of new quality productivity is essential for achieving higher levels of food security and building up China's strength in agriculture.It is necessary and feasible to ensure food security with new quality productivity,which necessitates unveiling the inherent relationship be-tween food security and new quality productivity and grasping the opportunities and challenges in the coordina-tion between productivity and resources.The leadership of the Party should always play a key role in ensuring food security with new quality productivity.Efforts should be made to improve the new national system,give full play to the fundamental and strategic support roles of education,science and technology,and talents,and improve the self-reliance and self-improvement in agriculture for building up China's strength in agriculture.New driving forces and advantages for development should be cultivated considering urgent needs of the indus-try by tackling of key agricultural technologies.Moreover,measures should be taken to coordinate the connec-tion,integration,and improvement of new quality productivity with traditional productivity and the grain indus-try for improvement,support,shaping,and expansion.
