摘要
当前,我国基础设施呈现越来越强的融合和关联复杂化趋势.基础设施的系统集成化虽然大幅提升了运行效率、取得了巨大综合效益,但也给基础设施扩展升级和安全防范带来不小挑战.目前,我国基础设施系统集成存在信息化程度不高制约系统集成优化,布局不合理导致连接节点存在间断,基础设施间连接界面柔性不足和应急状态相互支持不够,共建共享不足导致空间资源浪费和相互干扰,基础设施新技术演变不同步形成相互制约,管理体制独立性强、缺乏统筹制约各类设施间相互协作,不同基础设施之间标准不衔接、协议不互认、协调技术落后等问题.应面向正常、应急、升级三种状态,规划、建设、管理三个环节,区域、城市、乡村三类尺度完善基础设施系统集成优化思路.通过大力提升基础设施数字化、智能化水平,打通断点,促进基础设施跨领域融合发展,提高基础设施跨领域、跨行业的韧性水平,推动基础设施枢纽、通道和站点共建共享,强化政府和企业管理的跨领域统筹与合作,以支撑我国现代化基础设施体系建设重大战略任务的实施.
Abstract
Currently,China's infrastructures present an increasingly obvious trend of integration and con-nection.The integration of infrastructure systems poses challenges to the expansion,upgrading,and security of infrastructures while improving the operational efficiency and achieving huge comprehensive benefits.Improv-ing the integration of infrastructure systems is an important lever for building a modern infrastructure system and an inevitable choice to meet the requirements of high-quality development.The current integration of in-frastructure systems in China faces the problems of hindered integration by low-level informatization,exis-tence of interrupted connection of nodes due to unreasonable layout,insufficient flexibility in connection inter-faces and weak mutual support for emergencies between infrastructures,spatial resource waste and mutual in-terference because of poor co-building and sharing,mutual constraints caused by asynchronous evolution of new infrastructure technologies,restricted cooperation resulted from strong independence of management sys-tems and lack of overall planning,and diverse standards and protocols and outdated coordination technology among different infrastructures.We should improve the integration of infrastructure systems in normal,emer-gency,and upgrading states on the regional,urban,and rural scales throughout the whole process including planning,building,and management.Measures should be taken to support the implementation of major strate-gic task of building China's modern infrastructure system.Such measures include improving the digital and in-telligent levels of infrastructures,bridging the nodes in interrupted connection to promote cross-domain inte-gration of infrastructures,improving the resilience of infrastructures across domains and industries,promoting the co-building and sharing of infrastructure hubs,channels,and stations,strengthening cross-domain coordi-nation and cooperation between government and enterprises in the management of infrastructures.
