摘要
经济增长目标过高可能会导致片面追求经济规模的扩张而忽视生态环境保护,从而降低城市绿色经济发展水平.文章在理论分析的基础上,通过手工检索城市经济增长目标数据,基于我国2003-2021年285个城市面板数据,检验了经济增长目标对绿色全要素生产率的影响.结果表明,经济增长目标并非越高越好,过高的经济增长目标会抑制城市绿色全要素生产率,并且这种影响具有明显的时空异质性特征.机制分析表明,过高经济增长目标会通过抑制政府创新偏好、阻碍产业结构升级及扩大房地产开发投资规模等方式,抑制城市绿色全要素生产率提升.因此,应合理设定经济增长目标,弱化地区间经济增长竞争;始终将科技创新尤其是绿色技术创新作为驱动地方经济高质量发展的核心动力,提高政府财政科技支出,积极引导地方创新和绿色发展;注重区域绿色经济的协调发展.外围城市和科技水平相对较低的城市要加快经济发展模式转变、加强生态环保意识培养,绿色经济发展水平较高地区应强化对周边城市的绿色技术溢出.
Abstract
A too high goal of economic growth may lead to undue emphasis on economic scale expansion and neglect of environment protection,hindering the urban green economic development.On the basis of the theoretical analysis,the study retrieved the data of economic growth goals of 285 cities in China from 2003 to 2021 to examine the impact of economic growth goals on green total factor productivity.The results showed that a too high goal of economic growth inhibited the rise in urban green total factor productivity,and this im-pact presented obvious spatiotemporal heterogeneity.The mechanism analysis showed that economic growth goals suppressed the rise in urban green total factor productivity by suppressing government innovation prefer-ence,hindering industrial structure upgrading,and expanding the investment scale for real estate develop-ment.Therefore,the economic growth goal should be moderately lowered to weaken the competition for eco-nomic growth between regions.The innovation of technologies,especially green technologies,should be re-garded as the core momentum for high-quality local economic development,and meanwhile government ex-penditure for scientific research should be increased to guide local innovation and green development.Empha-sis should be placed on the coordinated development of regional green economy.Specifically,the surrounding and the cities with low technological levels should accelerate the transformation of economic development pat-tern and improve the awareness of environment protection,and the cities with higher green economy levels should strengthen the green technology spillover to surrounding cities.
