摘要
推动中非金融合作机制建设是中非金融合作稳定长远发展的关键,有利于推动新时代高水平中非命运共同体的构建.目前,中非金融合作机制包括中非金融合作银联体、双边协议或战略合作备忘录等双边金融合作机制,以及与中非金融合作相关的论坛或会议等.中非金融合作机制建设尚处于起步阶段,还未具备机制的规范性、系统性、常态性、连续性特征.应进一步完善中非金融合作银联体机制化建设,推动中非金融合作分论坛机制建设,建立中非金融监管合作机制,以及建立中非金融人才培养交流机制,并依托"一带一路"倡议、金砖合作机制等国际多边合作机制,进一步凝聚中非双方的合作共识,促进中非双方身份认同,并推动中非金融合作平台的多样化.
Abstract
Building the mechanisms of China-Africa financial cooperation is the key to the stability and long-term development of China-Africa financial cooperation and contributes to building a high-level China-Africa community with a shared future in the new era.The mechanisms of China-Africa financial cooperation include the interbank consortium,bilateral agreement,memoranda of cooperation,and forums or conferences related to China-Africa financial cooperation.However,the mechanism building for China-Africa financial co-operation is still in its infancy and has not possessed the normative,systematic,regular,and continuous charac-teristics of mechanisms.This paper puts forward the following suggestions to promote the mechanism building for China-Africa financial cooperation,which include building the interbank consortium,developing forums,and establishing a supervision mechanism and a talent fostering and communication mechanism for China-Africa financial cooperation.Relying on international multilateral cooperation mechanisms such as the Belt and Road Initiative and the BRICS,China and Africa should reach cooperation consensus,improve the mutual sensing of identities,and establish diverse platforms of China-Africa financial cooperation.
