新质生产力赋能乡村全面振兴的要素机制与实践路径
Mechanism and Practice Path of New Qualitative Productive Forces Empowering Comprehensive Rural Revitalization

摘要
新质生产力为乡村全面振兴提供新型劳动者、新型劳动资料、新型劳动对象及其优化组合,为乡村全面振兴提供重要保障.在新质生产力赋能下,农村发展呈现生产过程机械化、生产技术科学化、增长方式集约化、经营循环市场化、生产组织社会化、生产绩效高优化及劳动者智能化等特征,实现农村传统生产方式、交易流通方式和融资方式的革新,促进传统农村经济从低技术、高投入的传统发展方式向高质量、低消耗、高效益的绿色发展方式转变.当前,以新质生产力赋能乡村全面振兴还存在传统农业全要素生产率较低、乡村产业体系发展滞后、缺乏有效保障机制等障碍性因素.应以新质生产力引领农业生产力三要素跃迁升级,全面提升农业全要素生产率;以新质生产力推动农村产业深度转型升级,加快乡村产业振兴步伐;以新质生产力加快形成新型生产关系,构建与新质生产力相适应的体制机制.
Abstract
New quality productive forces provide new laborers,new means of labor,new objects of labor and their optimized combinations for comprehensive rural revitalization.New quality productive forces endow rural development with characteristics such as mechanized production process,scientific production technology,in-tensive growth pattern,market-oriented business cycle,socialized production organization,optimized produc-tion performance,and intelligent laborers.The development of new quality productive forces enables the re-form and innovation of conventional modes of production,transaction and circulation,and financing in rural ar-eas,promoting the rural development transition from the conventional pattern with low technology and high in-vestment to the green development pattern with high quality,low consumption,and high efficiency.At present,new quality productive forces empowering comprehensive rural revitalization still face obstacles such as low to-tal factor productivity of conventional agriculture,lagging development of rural industrial system,and lack of effective safeguard mechanisms.We should lead the transformation and upgrading of the three major elements of agricultural productive forces with new quality productive forces to comprehensively improve the total factor productivity of agriculture.New quality productive forces should be taken as the driver to promote the deep transformation and upgrading of rural industries and accelerate rural industrial revitalization.Furthermore,new quality productive forces should be employed to accelerate the formation of new relations of production and build systems and mechanisms compatible with new quality productive forces.
