Tripolar Pattern of Global Digital Economy:Development Characteristics,Major Measures,and China's Response
The digital economy has become an important engine for improving the comprehensive national strength and competitiveness of countries around the world.At present,the global digital economy has initially formed a tripolar pattern led by the United States,China,and the European Union,which have fostered unique advantages in technological innovation,market application,and regulatory governance.Under this pattern,China is facing challenges in digital technology,digital governance,and digital industry policies.From the per-spective of the great power game,China should take measures to counter technological blockades and utilize local practical advantages to promote independent innovation,thus enhancing the core competitiveness of the digital economy.By drawing on the regulatory experience of the European Union's digital economy,China should build a digital governance model that adapts to Chinese characteristics,balance the regulation and sup-port in the development of the digital economy,and promote the deep integration of the digital economy and the real economy.China should improve the digital industry policies with adherence to the concept of open-ness and inclusiveness to resolve the risks of digital industry policy suppression.China should seize the oppor-tunities from the digital service industry market of the Association of Southeast Asian Nations(ASEAN)to ex-pand overseas and deepen the international development layout of the digital economy.In addition,China should eliminate the regional barriers in the digital economy and build a unified national digital economy mar-ket.
