面向"十五五"区际比较优势互补的东北产业关联识别研究

"十五五"时期是我国迈入全面建设社会主义现代化国家新征程的重要时期,对区域协调发展提出了更高要求,而深化细化各地区比较优势是构建更加高效的区域协调发展新机制的前提.文章利用2012年与2017年31个省份、42个部门的投入产出数据,通过各省经济部门供需联系,刻画东北地区同区外省份的优势互补关系.结果显示:东北地区与区外的产业关联呈"供重需轻"特征,东北地区优势产业区域性特征明显,东部地区高质量发展对东北乃至全国经济发展的牵引作用巨大."十五五"期间,东北地区需要关注如何以高质量的优势互补实现产业升级,促进优势产业在现有基础上实现更大突破,普通产业以质量升级形成新的比较优势,劣势产业则以质量建设实现动能转换.建议加强东北地区与国家区域发展战略体系对接,深化跨区域产业融合与产业转移;推动东北地区产业结构优化升级,加大对优势产业的投入和创新;促进东北地区产业链整合,加强省际经济互动,发挥各自优势产业的协同效应,推动跨省产业链一体化.
Industrial Correlation between Northeast China and Other Regions for Mutual Complementation of Comparative Advantages during the 15th Five-Year Plan Period
The 15th Five-year Plan period represents an important period for China to enter a new journey of comprehensively building a modern socialist country,which puts forward higher requirements for the coordi-nated development between regions.Deepening and refining the comparative advantages of different regions is a prerequisite for building a more efficient mechanism for the coordinated development between regions.With the input-output data from 31 provinces and 42 departments in 2012 and 2017,this study characterizes the complementary advantages between northeast China and provinces outside the region based on the supply-demand relationship of economic sectors in each province.The results show that the industrial correlation be-tween northeast China and other regions is characterized by emphasis on supply and ignorance on demand.The regional characteristics of advantageous industries in northeast China are obvious,and high-quality devel-opment in eastern China has a driving effect on the economic development of northeast China and even the whole country.It is suggested that the connection between the development of northeast China and the regional development strategies should be promoted to deepen the industrial integration and transfer between regions.Measures should be taken to promote the transformation and upgrading of the industrial structure in northeast China and improve the investment and innovation in advantageous industries.The integration of industrial chains in northeast China and the economic interaction between provinces should be boosted,so that the syner-gistic effects of advantageous industries can be exerted to promote the industrial chain integration between provinces.
