Development of Scientific and Technological Finance:Progress,Problems,and Countermeasures
The financial function is highly compatible with the demands of scientific and technological inno-vation.Developing scientific and technological finance is an essential requirement of China for achieving innovation-driven development and building up the strength in finance.It is also an important means to pro-mote the deep integration of industrial chain,innovation chain,capital chain,talent chain and optimize the al-location of innovation resources.China has achieved significant progress in the development of scientific and technological finance,with expanding supply and increasingly diverse types of products,enhanced service ca-pacity,and improved level of opening.However,the strength,quality,mechanism,and policies of financial support for scientific and technological innovation remain to be improved.It is suggested that measures should be taken to optimize the financial layout centering on the innovation chain and industrial chain,guide the allo-cation of financial resources in key areas,enhance the efficiency of the financial service innovation system,and give full play to the positive roles of banks,venture capital market,stock market,bond market,and insur-ance in supporting scientific and technological innovation,thus building a high-quality scientific and techno-logical finance system.
