摘要
金融制度创新在中国自贸区十多年的建设中取得阶段性成效,初步建立起中国特色自贸区金融制度框架体系,如探索建立中国特色金融创新高地、逐步形成先行先试的金融开放制度、不断推动金融高水平开放及有序推进外汇领域"放管服"改革,为我国金融强国建设奠定了基础.这些成效主要是通过国家授权地方立法试点和出台法律法规、借鉴全球自贸港金融制度创新、金融规则"引进来"和"走出去"及不同的复制推广路径实现的.但同时,金融制度创新也存在服务实体经济力度不够、法治渠道梗阻、浅层化倾向明显、市场准入负面清单制度尚未统一、对标国际高标准金融规则不够细化及金融监管体系尚未成型等问题.下一步金融制度创新需要从加大服务实体经济力度、疏通法治渠道、向深层次有序推进、编制全国统一版市场准入负面清单、多维度对接国际高标准金融条款及探索构建有效应对风险的金融综合监管模式入手,通过持续推进金融制度创新助力金融强国建设.
Abstract
Financial system innovation has achieved phased results in China's free trade zones in the last decade,and a financial system framework with Chinese characteristics has been established for these zones.Efforts have been made to explore the establishment of a highland for financial innovation with Chinese charac-teristics,form a pioneering financial opening system,promote high-level financial opening up,and advance the reform for streamlining administration,delegating powers,and improving services in the foreign exchange field.Financial system innovation has laid a foundation for building up China's strength in finance.These achievements are mainly achieved by the national authorization of local legislative pilot projects,the introduc-tion of laws and regulations,the reference to financial system innovation of global free trade ports,the introduc-tion and global going of financial rules,and different replication and promotion paths.However,problems ex-isted in financial system innovation,including insufficient services for the real economy,obstruction of legal channels,obvious shallow tendencies,lack of a unified negative list system for market access,insufficient re-finement of international high-standard financial rules,and an undeveloped financial regulatory system.In view of these problems,the following measures are put forward to boost financial system innovation for build-ing up China's strength in finance in the future.These measures include increasing the efforts to serve the real economy,unblocking legal channels,advancing in a deep and orderly manner,developing a national unified negative list for market access,integrating with international high-standard financial terms in multiple dimen-sions,and building a comprehensive financial regulatory model for risk prevention and control.
