Systematic Promotion of the Building of the Socialist Economic System with Chinese Characteristics
The systems thinking,as a fundamental idea and working method,is not only one of the five ba-sic principles for national economic and social development specified in the 14th Five-Year Plan but also one of the basic principles emphasized in the third plenary session of the 20th Central Committee of the Commu-nist Party of China for comprehensive deepening of reform.In view of the complexity of the comprehensive deepening of reform,the plenary session emphasized the need to pay more attention to system integration.The systems thinking is not only a guiding principle for practice but also plays an equally important role in summa-rizing past economic development experience and optimizing the socialist system building for the future.Eco-nomic system reform has always been the core of reform.As the cornerstone of the socialist system with Chi-nese characteristics,the economic system is a systematic framework encompassing multiple levels and factors.It has been developed and improved in the exploration of the socialist market economy under the guidance of the dialectical systems thinking.The current and future period is critical to Chinese modernization,witnessing the increasingly extensive,in-depth,and rapid universal connection and nonlinear feedback between social and economic systems.Accordingly,the systems thinking plays an increasing important role in grasping the as-sociations between the various levels within the economic system and between the economic system and other systems with the goal of comprehensively deepening reform as guidance and the optimization and reform of the important economic system as the breakthrough point.With more importance attached to system integration,the overall planning of the basic economic system can be strengthened,and the integration of the various levels of subsystems can be promoted.In this way,the socialist system with Chinese characteristics can be consoli-dated.
