Investigation and Countermeasure Analysis on the Core Emergency Response Capability of Public Health Emergencies in Chongming District of Shanghai
Objective To study the current situation of core emergency response capability of primary medical and health institutions in Chongming District,Shanghai,in order to provide a scientific basis for improving the health emergency response capability of Chongming District.Methods The core ability of 18 primary medical institutions and 1 375 medical workers in Chongming District to deal with public health emergencies was investigated by questionnaire.Results The prevention and treatment system for public health emergencies in various primary medical institutions in Chongming District was relatively complete;the overall situation of emergency plan preparation was good;the emergency support capability was acceptable;all fever sentinel stations and intestinal clinics had been established;a comprehensive monitoring and early warning platform with multi-source data can be preliminarily used for infectious disease monitoring.The main problems included the shortage of public health professionals,the lack of specialized departments responsible for public awareness and education in public health emergencies,and weak diagnostic capabilities for infectious diseases.The core ability of primary medical staff to respond to public health emergencies was at a moderate level;gender,job type,time spent on health emergency work,and satisfaction were the main influencing factors of this ability.Conclusion Chongming District primary public health emergency core response capacity needs to be improved.Suggestions include further strengthening team building to enhance capabilities and levels,enhancing the use of information technology,improving monitoring sensitivity,and increasing investment to improve disease diagnosis capabilities.
