摘要
推动老年长期照护体系高质量发展对促进服务体系提质增效有重要意义,是中国式现代化新征程上积极应对人口老龄化的关键议题.江苏省老年长期照护体系建设面临着照护需求激增、家庭照护功能弱化、治理机制多头管理、长护险政策碎片化等发展瓶颈.本文建议:构建公平普惠、优质高效的老年长期照护服务体系;发展便利可及、多元参与的居家社区老年长期照护服务;建立集中统一、运行高效的老年长期照护管理机制;健全城乡统筹、公平统一的长期护理保险制度框架.
Abstract
Promoting the high-quality development of the long-term care system for the elderly is of great significance to promoting the quality and efficiency of the service system,and it is a key issue to actively deal with the aging population on the new journey of Chinese modernization.The construction of long-term care system for the elderly in Jiangsu Province is facing the development bottlenecks such as the surge of care needs,the weakening of family care function,the multi-head management of governance mechanism and the fragmentation of long-term care insurance policy.This study suggests:building a fair,inclusive,high-quality and efficient long-term care service system for the elderly;developing convenient and accessible long-term care services for the elderly in home communities with multiple participation;establishing a centralized,unified and efficient long-term care management mechanism for the elderly;improving the framework of the long-term care insurance system that is balanced between urban and rural areas,fair and unified.
