With the modernization of state governance capacity,China has gradually implemented the policy of government contracting,which originated from the Western country.However,there are puzzles:Are the logic of gov-ernment contracting in China and the logic of government contracting in the West essentially different?What mechanism does this policy use to improve governance capacity?Using the mixed method of text analysis and case study,this paper deeply analyzes the policy objectives and practical procedures,and finds that:1)Chinese and Western governments both emphasize outsourcing public service in the form of market competition,But different from the efficiency logic of government contracting in the West,China's government contracting is a mixed purchase of development type,decen-tralization type and regulation mobilization type.Therefore,government contracting in China and government contracting in the West are similar in shape but different in spirit.2)The goal of government contracting in China is towards respon-sive governance,and mixed purchase is the strategy of rational government to improve the responsiveness of public serv-ice in different situations.3)Government contracting is a policy instrument for the state to enhance its response ability with institutional power.In this,the government uses the strategy of regulatory mobilization to eliminate the challenges brought by the insufficient development of social organizations and the fuzziness of public services.Based on the policy practice in China,this paper describes the Chinese story of government contracting,and reveals the practical logic of government contracting in China.
