Standard Regulation and the Standard Compliance of Enterprise
The standard compliance of enterprises is the obligation to comply with law,reflecting the combination of administrative regulation and self-regulation,and the combination of compliance and innovation.The enterprises have the obligation to comply with compulsory standards,and they are encouraged but not compelled to implement rec-ommended standards unless under some special circumstances.Enterprises participate in the activities of standardization technical committee,and participate in the draft of standards,in the notice and comment procedure of standard-setting,in order to contribute to the standardization.Enterprise standards and administrative standards together constitute a multi-faceted and overlapping standards system.The level of enterprise standards should not be lower than the relevant techni-cal requirements of mandatory national standards,and may be stricter than the relevant technical requirements of recom-mended standards.The enterprise should comply with enterprise standards.Enterprises should set up standardization units and equip with internal management personnel,to fulfill their organizational safeguard obligations.By assessing compli-ance risk and carrying out self-inspections,enterprises construct the evaluation and dynamic improving mechanism on standard implementation,put learning-oriented administrative law and experimental governance into practice,and pro-mote the dynamic evolution of the standards compliance system.
