The Influencing Factors and Optimization Strategies of China'Higher Education Information Policy Implementation
Higher education informationization is an innovative force of educational informationization development in China,and an important field to yield experience,role models and achievements.Since China has formulated quite some higher education information policies,by examining the influencing factors of implementation of those policies,the policy effectiveness will be affected.With the qualitative research method of grounded theory,using Nvivo 12 plus,a model of influencing factors of higher education information policy implementation in China is constructed based on the policy network analysis framework.There are 4 main influencing factors,including implementation condition,policy network structural characteristic,policy implementation subject and result variable,corresponding to 7 selective codes.Through model analysis,this paper puts forward some suggestions on policy implementation optimization to promote the harmonious coexistence of higher education informatization policy system and network environment,the orderly develop-ment of multi-subject collaborative governance,and the continuous enhancement of vitality of policy network structure.
