The Supply-Demand Dilemma of Disability Services and Its Solution Strategies:Institutional Logic Perspective
The work of"improving the care service systems for people with disabilities"in China has achieved re-markable results,but it has not reached the ideal state of matching supply and demand.The existing research focuses on the resource environment and technical environment,as well as the deficiency of the regulatory pillar,ignoring the differ-ent institutional pillars and their combined power in the complex institutional system.Based on the field investigation and the relevant theories of new institutionalism,this study analyzes the causes of the supply-demand dilemma of disability services from two aspects:the conflict of institutional pillars and the decoupling of actions.It is found that the consisten-cy of regulatory,normative and cultural-cognitive pillars is the prerequisite to ensure the effective operation of the disa-bility service field.In practice,the powerful regulatory pillars from the government provide sufficient legal support and lead its operation.However,the contradiction between administrative logic,market logic and social norms of helping persons with disabilities in the normative pillars,the contradiction between negative and positive views on disability in the cultural-cognitive pillars,and the conflict between the two and the regulatory pillars constitute the internal basis of the supply-demand dilemma.In the face of these conflicts,actors take decoupling strategies,which leads to the supply-demand dilemma of disability services.It is necessary to form social norms of helping persons with disabilities,establish positive disability cognition and reform regulatory logic,to realize the internal unity of pillars and the coupling between pillars.
