Research on the Mobilization Mechanism of Primary-Level Governance in Digital Society:From TOE to TOEI
Platform-based governance is a new model for current grassroots governments to improve governance performance,but primary-level governance still faces the dilemma of traditional administrative mobilization.This study is based on the TOE(technology-organization-environment)theoretical framework and combines the multi-subject governance practice cases carried out by the"Qiaozhifen"platform in Qiaotou Town,Zhejiang Province,to analyze how primary-level government carries out social governance activities in the digital age.The study found that there are four main mobilization mechanisms:1)technical mobilization for innovative platform access approaches;2)organizational mobilization for multiple governance entities and points redemption scenarios;3)institutional environment mobilization for policy and financial support from higher-level governments;4)mobilization for regional identity of country squires,residents and migrants.Among the above four mechanisms,regional identity,which highlights local cultural characteris-tics,has become a key factor for primary-level government to mobilize social forces to participate in community govern-ance.This study applies identity economics approach to the field of public management,while expanding the TOE framework into TOEI(technology-organization-environment-identity)under China context.The findings provide im-portant policy implication for improving the efficiency of digital governance of primary-level governments.
