Power Game,Problems Perspective and Corrective Measures:Analysis of the Relationship between Administrative Power and Academic Power in the Procession Of High School Governance
There is a game between administrative power and academic power in the governance of universities due to academic resources.Academic resources will have strong administrative orientation due to the unequal distribu-tion of the two powers,causing academic resources to deviate from the academic logic adhered to for optimal alloca-tion.The non-perfect information and non-cooperative game between two powers will reduce the efficiency of academic resource allocation and weaken the enthusiasm of pure academic powers for scientific research activities.Restricting the intervention of administrative power in academic power,separating administrative power from aca-demic power,or shifting the focus of administrative power downwards,and transforming academic power into entity organizations with independent decision-making power can to some extent correct the current relationship between the two powers.Administrative power can only achieve the goal of guiding academic activities through academic power,and cannot directly intervene in academic activities.The governance of universities requires the formation of a school model dominated by academic power,the construction of an organizational framework for administrative services to academia,the formation of a community centered on academia,the achievement of the goal of replacing instrumental rationality with value rationality,and the enhancement of the enthusiasm of academic subjects for in-novative scientific research activities.
