基础教育在建设高质量教育体系中承担着基础性、支撑性和先导性的使命责任.研究借助CiteSpace可视化分析,以Web of Science(WOS)数据库收录的核心期刊中有关"基础教育高质量发展"研究的633篇文献为研究对象,系统梳理基础教育高质量发展的国际经验.最终发现,国际社会对基础教育高质量发展的研究自21世纪以来发展较快,且形成了较为丰富的研究知识基础,国际基础教育高质量发展研究热点覆盖回归教育本质,最大限度促进学生的全面发展、构筑以证据为本的高质量教育治理路径;并强调证据来源的多样性、软化学科界限、拓展学习领域和以实践性为价值追求,系统提高教师育人质量;以发展本位为核心,强调评价的可持续性和增值性.基于此,我国应从以生为本,构建正确的教学质量观;遵循循证决策原则,提升决策支持有效性;统整课程与教学要素,密切关注学习问题;规范教师资格准入标准,明确其价值取向;建立成长反馈调节机制,推动素质教育的贯彻落实等工作入手,切实促进基础教育高质量发展.
International Experience and Enlightenment of High-quality Development of Basic Education
Basic education has fundamental,supportive and leading mission responsibilities in building a high-quality education system.With the help of CiteSpace visual analysis,the study systematically combed the interna-tional social experience of the high-quality development of basic education by taking 633 documents related to the research of"high-quality development of basic education"in the core journals included in the Web of Science(WOS)database as the research object.Finally,it was found that the international community's research on the high-quality development in basic education has developed rapidly since the 21st century,and has forming a rela-tively rich research knowledge base.The international research focus on the high-quality development of basic ed-ucation The hot topics include the following aspects:a return to the essence of education,the maximum promotion of the comprehensive development of students,the construction of evidence-based high-quality education govern-ance path.Also,it highlights the diversity of evidence sources,the softening of disciplinary boundaries,and the expansion of learning fields.And it takes practicality as a value pursuit,systematically improves the quality of teacher education,takes development as the core,and emphasizes the sustainability and value-added of evalua-tion.Based on this,China should build a correct view of teaching quality centered on students;follow the evidence-based decision-making principle to improve the effectiveness of decision support;integrate curriculum and teaching elements and pay close attention to learning issues;standardize the admission criteria for teachers'qualifi-cations and clarify their value orientation;establish a growth feedback adjustment mechanism,promote the imple-mentation of quality education and other work to effectively promote the high-quality development of basic educa-tion.
