The Significance and Practical Direction of Distributive Justice:The Development from the Perspective of Common Wealth
Common prosperity and distributive justice have a value-coupled relationship;i.e.,on one hand,distributive justice is the value kernel of common prosperity and the action to follow;on the other hand,common prosperity is the basis for the realization of distributive justice.The empirical rules on common prosperity and distributive justice in China's constitution and laws are the normative description of the relationship between the two.In the new era,distributive justice has realized a change in concept from prioritizing efficiency to jointly advocating efficiency and equity,a change in connotation from single justice to synergistic development of multilayered justice,a change in content from material distribution to the distribution of other needs,and a change in mode from tax-based to systematic application of the three distributions.To realize distributive justice in the context of promoting common wealth,it is necessary to build a market economic environment ruled by law to ensure a labor base,to carry out adaptive reforms of the tax system to strengthen tax regulation,to provide institutional safeguards for disadvantaged groups to provide social care,to improve the third distribution mechanism to promote the flow of social wealth to build a charitable society,to protect the rights of peasants through the integration of urban and rural areas and orderly flow of resources,and to optimize the framework of inter-governmental cooperation to improve the regional benefit compensation mechanisms.
