摘要
党中央提出,要以人口高质量发展支撑中国式现代化.人口是重要的要素禀赋,对经济体的发展至关重要.对人口高质量发展的基本内涵及内在要求进行解构发现,人口质量、人口数量、人口结构、人口流动是支撑人口高质量发展的四大要素.进一步对社会保障与这四大要素的内在联系进行探究发现,当社会保障自身实现高质量发展之后,将遵循素质优良逻辑、总量充裕逻辑、结构优化逻辑、流动有序逻辑与人口发展产生联动,进而推动人口高质量发展目标的实现.基于此,从微观、中观、宏观三个层面提出实现社会保障高质量发展的要求,并基于新结构经济学视角提出社会保障结构与人口结构联动的具体措施.以社会保障助推人口高质量发展,进而支撑中国式现代化.
Abstract
The CPC Central Committee has called for high-quality population development to support Chinese-style modernization.Population is critical to the development of an economy.By deconstructing the basic connotation and internal requirements of high-quality population development,it is found that the four major factors:population quality,population quantity,population structure and population flow,are supporting high-quality population development.Further research on the internal relationship between social security and these four elements shows that when social security itself achieves high-quality development,it will follow the logic of good quality,abundance,structure optimization and orderly flow to produce linkage with population development,thus boosting the realization of high-quality population development goals.Based on this,the paper puts forward the requirements of realizing the high-quality development of social security from the micro,meso and macro levels,as well as the concrete measures of the linkage between social security structure and population structure from the perspective of new structural economics.Social security is to promote high-quality population development and support Chinese-style modernization.
