Elastic Governance of Rural Environment:Definition,Logical Dimension,and Practical Approach
Elastic governance is a flexible and practical governance structure and method adopted in response to the complex and changing environment of economic and social development.It highlights the appropriateness and the endogeneity of governance,emphasizes the negotiation and cooperation between subjects,and the unity of principle and flexibility.Flexible governance of rural environment is an important way to comprehensively implement the rural revitalization strategy and improve governance performance,as well as an important path to the modernization of rural environmental governance system and governance capacity.The humanization of governance philosophy,the collaboration of governance subjects,and the complementarity of governance rules respectively constitute its conceptual logic,value logic,and institutional logic.In the new era,the flexible governance of rural environment in China should adhere to the practice path of activating the endogenous driving force of rural environmental governance with the villagers as the center,facilitating communication and negotiation of environmental interests,promoting collaborative governance among multiple subjects,and integrating the use of autonomy,rule of law,and moral governance to promote effective governance of rural environment.
