Academic journals play an important role in academic communication and dissemination.The academic influence and discourse power come from the establishment of academic norms,academic evaluation,and supervision mechanisms by journals.The purposes of constructing an independent academic evaluation system for academic journals are to promote the autonomy and originality of Chinese academia.The principle stance of constructing an independent academic evaluation system should adhere to the following balances:tradition and modernity,locality and internationality,as well as internal and external influences.Old evaluation model based on the paper citation and reprinting rates should be broken,and new comprehensive journal evaluation model based on the journal itself should be encouraged.
