The positive feedback of the evaluation results of think tanks can play a leading and promoting role in the development of think tank construction.A capacity building oriented evaluation system for science and technology think tanks can not only promote the standardized construction of science and technology think tanks,but also help science and technology think tanks focus on building their own core capabilities based on the evaluation results,and enhance the competitiveness of science and technology think tanks.Therefore,building a scientific and reasonable rating system for science and technology think tanks is of utmost importance and urgency.By conducting literature research and case analysis,this paper reviews the current status of domestic and foreign think tank evaluation,analyzes the key elements of science and technology think tank capacity,and proposes a science and technology think tank evaluation system oriented towards capacity building.Based on the research of public sector strategic management and the functional positioning of science and technology think tanks,this paper proposes to construct a capacity-oriented evaluation system for science and technology think tanks from five dimensions:mission and vision,governance structure,operational management,public diplomacy and distinctive advantages.Countermeasures and suggestions are proposed to ensure the high-quality development of science and technology think tanks.
