The scientific and technological innovation strategy guides the overall development of science and technology,including the scientific and technological innovation plan to support the realization of the country's overall goals,also includes the principles,projects and main methods that guide the whole work of scientific and technological innovation.Chief leading comrades of the party and the country's speeches,reports of previous Party congresses,national economic and social development plan,scientific and technological innovation plans and other important documents since 1978 are reviewed.This article analyzes scientific and technological innovation strategies and their development processes,by which are summarized from the four dimensions era background,strategic goals,key measures and main results.This article proposed that the new era science and technology innovation strategy should be based on the global science and technology innovation map,strengthen the system planning and system construction,to achieve the strategic active position of China's science and technology development in global competition.
