Through the interpretation and analysis of two major national science and technology plans under the guidance of national strategic goals-the"863"plan and the"973"plan,this paper reveals the concept and operational mechanism of scientific research organization under the guidance of national strategic goals from three aspects:the background of task proposal,organizational management mechanism,and its benefits and impacts.The role of the government,market,and experts in scientific research activities that serve national strategic goals is also examined,and the relationship between free exploration and national goals.The research findings will also provide inspiration for the future science and technology system of the nation.
