摘要
实施老年人科学素质提升行动,是补齐全民科学素质提升短板、积极应对人口老龄化的必然要求.发展老年教育是提升老年人科学素质的基础性工作和重要途径.本文基于老年人科学素质、老年教育现状调研,结合北京老年科技大学建设实践,剖析老年人科学素质提升的难点与问题所在,从提高政策执行的约束力、建立高效的社会化协同联动机制、引导全民树立积极老龄观、激发老年人提升自身素质主动性、聚焦老年人重点需求、加强老年人力资源开发等不同层面对老年人科学素质提升提出建议.
Abstract
Action to enhance the scientific literacy of the elderly is an inevitable requirement to fill the gaps in the improvement of the scientific literacy of the whole population and actively respond to the aging population.Developing elderly education is a fundamental and important way to enhance the scientific literacy of the elderly.Based on the survey of the scientific literacy of the elderly and the current situation of elderly education,combined with the construction practice of Beijing University of Geriatric Science and Technology,this article analyzes the difficulties and problems in improving the scientific literacy of the elderly,and proposes suggestions from different aspects,such as enhancing the binding force of policy implementation,establishing an efficient socialized collaborative linkage mechanism,guiding the public to establish a positive outlook on aging,stimulating the initiative of the elderly to improve their own quality,focusing on the key needs of the elderly,and strengthening the development of elderly human resources.
