面向2035国家重大科技任务实施的若干战略思考

摘要
为了满足国家经济社会发展的战略需求,我国制定了一系列重大科技项目.系统总结国家重大科技项目的实施方案,可以为我国进一步的战略部署积累经验.本文梳理了《国家中长期科学和技术发展规划纲要(2006-2020年)》和《科技创新2030——重大项目》的发展现状和存在的问题,思考了面向2035年国家重大科技项目实施的选题及评估体系和组织体制.在项目的选题原则上考虑了战略导向、科学前瞻性、产业需求、创新驱动、可持续发展及国际竞争与合作,构建了集成战略目标关联度、国际竞争紧迫性、前沿科学引领力、核心技术成熟度、支撑体系完备度及经济社会贡献度等多维度的评估标准体系,并综合运用定性定量相结合的综合评估分析方法,构建"自上而下"与"自下而上"相结合的选题申报机制,在组织体制方面提出了契合发展实际的创新组织架构.
Abstract
In order to meet the strategic needs of the country's economic and social development,China has formulated a series of major scientific and technological projects.The systematic review of the implementation plan for these significant national scientific and technological projects can result in the accumulation of experience for future strategic deployment in our country.This paper reviews the development status and existing problems of the National Medium-and Long-Term Science and Technology Development Plan Outline(2006-2020)and the Technology Innovation 2030 major projects,and contemplates the topic selection,evaluation system,and organizational structure for the implementation of national major scientific and technological projects oriented towards 2035.The selection principles of the projects consider strategic orientation,scientific foresight,industrial demand,innovation-driven development,sustainable development,and international competition and cooperation.The system of evaluation standards is multidimensional and integrates the relevance of strategic goals,urgency of international competition,leading power in cutting-edge science,maturity of core technologies,completeness of support systems,and contribution to economic and social development.Using a comprehensive evaluation and analysis method that blends qualitative and quantitative approaches,enabling the construction of a topic declaration mechanism that combines top-down and bottom-up approaches.An innovative organizational framework is proposed to meet the actual development needs in terms of organizational structure.
