摘要

科研诚信政策已经成为科研不端治理的重要内容以及预防科研失信的有力工具.为了更好地发挥科研诚信政策功能,本文以改革开放以来发布的84项科研诚信政策为样本,从科研诚信政策本身的历史沿革、文本特点以及内容指向三个方面来梳理和归纳其总体概况,并进一步从发展趋势、发文主体、政策内容、主题聚焦、政策类型等方面分析我国科研诚信政策的质性特征.根据科研诚信政策的发展演变趋势,对照新时代科研诚信政策建设要求以及实际偏差,在提高政策科学性、适用标准统一性、概念意涵一致性、惩戒措施协同性等方面提出优化参考建议.

Abstract

The scientific research integrity policy has become an important part of scientific research misconduct governance and a powerful tool to prevent scientific research dishonesty.In order to fully comprehend the function of scientific research credit policies,the paper utilizes 84 scientific research credit policies issued since the reform and opening up as samples,combs and summarizes their general situation from three aspects:historical evolution,text characteristics and content orientation,and further analyzes the qualitative characteristics of China's scientific research integrity policy from the aspects of development trend,subject,policy content,theme focus and policy type.According to the development and evolution trend of scientific research integrity policy,compared with the requirements and actual deviation of scientific research integrity policy construction in the new era,optimization reference suggestions are proposed in this paper to improve the scientificity of policy and the uniformity of applicable standards,the consistency of concept and meaning,and the synergy of disciplinary measures.Qualitative analysis and optimization strategy of China's scientific research integrity policy.
