摘要

进入新时代,在实施积极应对人口老龄化国家战略、人才强国战略、创新驱动发展战略的背景下,我国老科技工作者人才资源开发已取得积极成效,但面临新形势,还存在老科技工作者总量大且人数增长加快但相关认识和重视不足,知识经验丰富且身体越来越健康但发挥作用渠道有限,发挥余热意愿持续强烈但实际发挥作用比例较低等现象.本文围绕全国老科技工作者作用发挥、学习、生活以及老科协组织等相关情况展开深入调查,深入分析我国老科技工作者人才资源开发的现状以及制约因素,从深化政策落实、优化作用发挥机制、健全学习交流平台、创新老科协工作方式等方面提出老科技工作者人才资源开发的对策建议.

Abstract

Although remarkable effects have been achieved in the development of talent resources for senior scientists and technicians in China,under the background of the accelerated implementation of the national strategy to actively respond to the aging population,the"shortcomings"generated over a long period of time has begun to appear.Senior scientists and technicians are enthusiastic about their role,but their actual workload is low.There is still a large space to alleviate problems such as the imperfect system and mechanism for serving the development of talent resources for senior scientists and technicians.In order to further strengthen the development and utilization of senior scientists and technicians,the paper conducted an in-depth investigation based on the survey of Chinese senior scientists and technicians.Through a comprehensive analysis of the current situation of the development of talent resources for senior scientists and technicians in our country,critical analysis is given to the main factors that prevent the development of talent resources for senior scientists and technicians in the new development stage.The paper have proposed specific suggestions to enhance the efficiency of talent resource development for senior scientists and technicians,such as emphasizing the importance of strengthening national strategic guidance,optimizing the mechanism for playing the role,improving the learning and communication platform,and strengthening the construction of CASST.
