摘要

国际科技组织的兴起是经济社会发展的产物,其发展壮大源于各国对于科学技术的重视和各国科技工作者与日俱增的跨国交流需求.随着全球化进程推进,致力于应用科技解决人类共同关注的全球性问题的国际科技组织应运而生.国际科技组织基于认知权威向国际社会提供公共科技服务,在引领制定国际标准、倡导形成国际共识和规范,向国际社会提供政策评估工具、发布相关报告,参与制定全球政策议程,搭建国际科学网络、构建国际协调机制等方面发挥重要作用.文章总结国际科技组织的历史沿革,归纳国际科技组织发起和可持续运行的条件和基础.文章提出用好国际科技组织平台,践行真正的多边主义,建立广泛的国际科学联系,推动构建共商共建共享的全球科技治理体系.

Abstract

The emergence of international scientific and technological organizations is a product of economic and social development,whose growth stems from the importance attached to science and technology by various countries and the increasing demand for transnational exchanges among scientists,engineers and other professionals working in the fields of science and technology.As the process of globalization advances,international scientific and technological organizations have emerged to apply science and technology to solve global problems of common concern to mankind.International scientific and technological organizations provide public scientific and technological services to the international community on the basis of their perceived authority,and play an important role in leading the development of international standards,advocating the formation of international consensus and norms,providing policy evaluation tools to the international community,publishing relevant reports,participating in the formulation of global policy agendas,building international scientific networks,and building international coordination mechanisms.The article summarizes the historical evolution of international scientific and technological organizations and outlines the conditions and foundations for the initiation and sustainable operation of international scientific and technological organizations.The article proposes to make good use of the platform of international scientific and technological organizations,practice true multilateralism,establish extensive international scientific ties,and promote the construction of a global scientific and technological governance system based on joint consultation,construction and sharing.
