我国低龄老年科技人才资源开发的特点、问题与对策

摘要
低龄老年科技人才具有智力密集、经验丰富、身体状况整体良好、社会参与意愿高、工作形式灵活等特点,随着我国人口老龄化程度加深和科技强国建设进程加快,低龄老年科技人才资源开发的必要性和潜力日益提升.本文分析我国低龄老年科技人才资源开发的特点、存在问题,提出根据国情和实际,加强顶层政策制度设计,把握综合统筹施策,发挥市场机制作用,建立弹性灵活的使用办法,完善激励机制和数字技能培训机制,优化社会环境等建议,以期为用好用活低龄老年科技人才资源提供借鉴.
Abstract
Scientific and technological talents in the low age has intellectual dense,experiences,good physical condition,high willingness to participate in social participation and flexible work form.At present,along with the degree of aging and the acceleration of the construction of a strong scientific and technological country,the necessity and potential of the development of science and technology talent resources in the elderly are increasing.This research analyzes the characteristics and trends of the development of scientific and technological talents in China,as well as the existing problems.It is recommended to strengthen the design of policy and systems according to national conditions and reality,coordinate and implement policies,utilize market mechanisms,focus on promoting and overall advancement,improve the incentives and digital skills training,optimize the social environment in order to make good use of live low-aged and elderly science and technology talent resources.
