摘要

青年科技人才已成为我国科技创新发展的生力军,是国家战略人才力量的重要组成部分.对青年科技人才政策进行研究,有助于更好推动青年科技人才队伍健康发展.为此,本文对从多维视角对2007年党的十七大正式确立人才强国战略为国家战略以来至2023年底,国家及部委层面发布的76份青年科技人才相关政策进行内容分析.借助Nvivo12plus这一分析软件,从时间、主体、政策工具、人才开发要素四个维度剖析我国青年科技人才政策的演变和结构特点.研究表明,我国青年科技人才政策的政策工具较为全面、环节要素较为完整,但政策整体布局不够系统、政策内容结构不够均衡,据此提出了未来我国青年科技人才政策优化的建议.

Abstract

Young scientific and technological talents have become the driving force for the development of science and technology innovation in our country.And they are an important part of the national strategic talent force.Studying policies for young scientific and technological talents can help promote their healthy development.To this end,this paper conducts a content analysis of 76 policy texts related to young scientific and technological talents issued by the state and ministries from a multidimensional perspective from 2007 to 2023,considering that The Talents Strategy for Powerful Nation as a national strategy,were established since the 17th National Congress of the Communist Party of China officially.Using Nvivo12 plus as an analytical software,this paper dissects the evolution and structural characteristics of China's scientific and technological talent policy from time,subject,policy tools,and talent development elements.The study shows that the policy tools and elements of China's youth scientific and technological talent policy are relatively comprehensive,but the overall layout is not systematic enough and the structure is not balanced enough.Based on this,suggestions for optimizing China's scientific and technological talent policy in the future are proposed.
