摘要
近年来,我国不断探索构建调动多元主体共同参与的科技成果评价体系.作为科学共同体,科技社团在科技成果评价中具有组织、人才和社会认可度高等天然优势,是科技成果评价的重要参与者.明确科技社团开展科技成果评价的动力来源、组织动员机制、引领保障机制、约束惩戒机制等,能够为更好调动科技社团参与科技成果评价的积极性、切实有效发挥其优势和作用奠定理论基础,建议加强顶层设计,增强科技社团的规范化水平和自身能力,以提升科技社团科技成果评价的超脱性、独立性,以及评价的专业化水平和品牌价值,为科技成果评价体系的健全和完善提供支撑.
Abstract
In recent years,China has continuously explored the construction of a scientific and technological achievement evaluation mechanism that mobilizes the participation of multiple stakeholders.As a community of S&T workers,S&T societies have natural advantages such as organization,talent,and high social recognition in the evaluation of scientific and technological achievements,and are important participants in the evaluation of scientific and technological achievements.Clarifying the driving force,organizational mobilization mechanism,guidance and guarantee mechanism,incentive and restraint mechanism,etc.for S&T societies to carry out scientific and technological achievement evaluation can lay a theoretical foundation for better mobilizing the enthusiasm of S&T societies to participate in scientific and technological achievement evaluation,effectively exerting their advantages and roles.On this basis,it is suggested to strengthen top-level design,enhance the standardization level and self-ability of scientific and technological associations,in order to improve the detachment,independence,professional level and brand value of scientific and technological achievements evaluation by S&T societies,and provide support for the improvement and perfection of the scientific and technological achievements evaluation system.
