To build on the outcomes of the 7th International Conference on Adult Education(CONFINTEA Ⅶ),and to translate the educational vision of Marrakech Framework for Action into viable policy strategies,UIL held a conference on the Inclusive Lifelong Learning in the Republic of Indonesia and issued Bali Manifesto.The manifesto clarifies the inclusive development vision of lifelong learning,analyzes the challenges and opportunities of inclusive lifelong learning,and proposes seven recommendations to make it a reality.Currently,lifelong education and lifelong learning are affected by both external changes and internal develop-ment limitations,and are in the midst of the opportunity to simultaneously empower the advantages of digital technology and the consensus on educational principles.The inclusiveness can be extended to three aspects:target groups,digital technologies and values.To achieve inclusive development of lifelong learning,it is necessary to build an ecosystem from the"hard"environment of infrastructure and the"soft"support of digital technology,that is,to improve the institutional mechanisms in terms of legal safeguards,financial investment,implementation monitoring,and collaborative governance.It also involves providing diverse learning content,methods,and forms to create an inclusive culture,thus empowering lifelong learning both internally and exter-nally.
