市域产教联合体建设的价值认知、制约因素与实施策略

摘要
市域产教联合体的建设既是适应区域经济发展的必然选择,也是提升组织效能的关键举措,更是培养高素质技能人才的内在要求.然而,市域产教联合体建设存在着路径依赖、规范性约束和信息不对称等制约因素,具体表现为政策执行与制度改革的僵化、合作目标与运作机制的差异、教育供给与市场需求的错位三个维度.因此,需要从加强政策支持、强化顶层设计、协调各方利益、加大融合力度、整合地方资源、优化专业设置六个方面出发,构建更加紧密和高效的产教融合机制,增强市域产教联合体建设的运行实效.
Abstract
The construction of municipal industry-education consortium is not only an inevitable choice to adapt to the regional economic development,but also a key measure to improve the efficiency of organizational effectiveness,as well as the purpose of cultivating high-quality skilled personnel.However,there are constraints such as path dependence,normative constraints,and information asymmetry in the construction of industry-education consortia,which are manifested in three dimensions:rigid policy implementation and institutional reform,differences in cooperation goals and operating mechanisms,and misalignment between education supply and market demand.Therefore,it is necessary to build a closer and more efficient mechanism for industry education integration from the six aspects:strengthening policy support,strengthening top-level design,coordinating interests of all parties,deepening integration efforts,integrating local resources,and optimizing professional settings,in order to enhance the operational effectiveness of industry education consortium construction.
