摘要
21世纪以来,技能战略成为世界各国经济社会综合发展战略的重要部分.为解决技能短缺问题,英国政府密集发布了一系列技能政策,制定了综合性国家技能战略.运用Nvivo软件,系统梳理2000-2022 年英国官方颁布的 30 份技能白皮书和报告,构建"战略目标、战略主题、战略手段"分析框架,发现 21 世纪以来,围绕技能教育与培训体系改革,英国技能战略不断发展,经历了"提升国家整体基础技能"到"建立更高水平技能体系"再到"构建优质技术教育体系"的演进,体现了技能战略的发展脉络与目标转向.英国国家技能战略以社会协作理念为引领,以技能供给侧改革为核心抓手,以多维度保障为重要依托.英国国家技能战略及技能改革增强了英国社会各界对技能重要性的认识,一定程度上实现了英国政府的核心经济目标,技能短缺问题有所缓解,对我国具有借鉴意义.
Abstract
Since the 21st century,skills strategy has become an important part of the comprehensive economic and social development strategies of countries around the world.To address the shortage of skills,the UK government has intensively released a series of skills policies and formulated a comprehensive national skills strategy.Using Nvivo software,a systematic review of 30 skills white papers and reports officially issued by the UK from 2000 to 2022 was conducted,and an analysis framework of"strategic goals,strategic subjects,and strategic means"was constructed.It was found that since the 21st century,around the reform of skills education and training systems,the skills strategy in the UK has been continuously developing,going through the process of"improving the overall basic skills of the country","establishing a higher-level skills system",and then"building a high-quality technical education system".The evolution of the skill strategy reflects the development context and goal shift.The national skills strategy in the UK is guided by the concept of social collaboration,with skill supply side reform as the core focus,and multi-dimensional support as an important support.The national skills strategy and skills reform in the UK have enhanced the awareness of the importance of skills among various sectors of society,and to some extent,achieved the core economic goals of the UK government.The shortage of skills has been alleviated,which has reference significance for China.
