摘要
加强高职院校科研与社会服务能力建设是全面实现高职教育高质量发展的重要目标之一,但到目前为止,这方面的系统化研究仍然不多.为了尽可能全面地收集和深入地分析这个群体的科研与社会服务现时状况,选择论文、课题、专利、科技服务与转化、非学历培训五个考察视角,对全国 1506所高职院校进行了定量分析.发现除少数高职院校外,绝大部分院校的科研与社会服务发展水平还比较低;校际之间发展差异较大,院校科研与社会服务发展质量与水平与其所在地区、所属行业类型密切相关;本科层次院校明显好于专科层次院校,公办院校明显好于民办院校,双高院校明显好于非双高院校;江苏、浙江、广东等省域高职院校的发展水平处于全国前列;未来的大学评价中,应充分贯彻分类评价原则,尽可能使用合适的指标来评价不同类型的院校.
Abstract
Strengthening the construction of scientific research and social service capabilities in higher vocational colleges is one of the important goals for the high-quality development of higher vocational education.However,up to now,there has been a lack of systematic research in this area.In order to collect and analyze the current status of scientific research and social services for this group as comprehensively and deeply as possible,five inspection perspectives were selected for investigation,namely papers,research projects,patents,technology services and conversion,and non-degree training,and a quantitative analysis of 1,506 higher vocational colleges nationwide was conducted.It was found that with the exception of a few,the development level of scientific research and social services in the vast majority of vocational colleges is still relatively low.There are significant differences in development among colleges,and the quality and level of their scientific research and social services are closely related to the region where the college is located and the industry type to which it belongs.Tertiary-level vocational colleges are significantly better than those junior vocational colleges,public colleges are significantly better than private colleges,and colleges that are part of the"Double High"initiative are significantly better than those that are not.Higher vocational colleges in provinces such as Jiangsu,Zhejiang,and Guangdong are at the forefront in terms of development level nationwide.In future university evaluations,the principle of classified evaluation should be fully implemented,and appropriate indicators should be used as much as possible to evaluate different types of colleges and universities.
