Internal Defense Strategy of"Controlling Shandong via Guanzhong"for Qin and Western Han Authorities
In order to take precautions against the rebellion of the nobles and princes of the previous Six Kingdoms,both the Qin and Western Han authorities took Guanzhong as the basic economic zone and the site of capital,and adopted an inter-nal defense strategy of"controlling Shandong via Guanzhong".Firstly,a defense line of"five passes"was established along the dividing line between the east and west areas of"Guanzhong"and"Guanwai",and troops were stationed for interrogation and examination.Secondly,the main forces of the country,i.e.the"Northern Army"and the imperial army,which was mostly composed of people in"Guanxi",was stationed in the vicinity of the capital.Thirdly,important granaries and arsenals were set up in Xingyang and Luoyang,and measures called"Guangguan"were taken to improve the defense in depth for the capital and the basic economic zone.Fourthly,provinces and counties were set up in the middle area of"Guanwai"to block the principalities and kingdoms,and various measures were adopted to weaken the power of the kingdoms.Fifthly,the policy was adopted of migrating the former nobles and powerful individuals of the Six Kingdoms to Guanzhong.Sixthly,water conser-vancy was greatly developed and advanced agricultural technology was promoted in Guanzhong.This strategy was successful in the Western Han Dynasty,but encountered complete failure in the Qin Dynasty and Xinmang period,and was abandoned in the early Eastern Han Dynasty.
