A Study on Negotiation Process of Fujian Navy's Change of Flag during Northern Expedition
During the Northern Expedition,the top leaders of the Fujian Navy gradually formed the mainstream con-sciousness of submitting to the National Revolutionary Army.Prior to the change of flag negotiations,the Fujian Navy and the National Government made preparations for substantive contacts and negotiations by establishing a liaison network through mu-tual representations.In the process of the negotiations,the primary consideration of the Fujian Navy was to solve the critical problem of survival,so issues closely related to survival such as personnel treatment,fleet security,and pays and provisions for naval officers and soldiers became the focus of negotiations.In order to facilitate the change of flag negotiations,the Na-tional Government took the initiative and proposed to Fujian Province the conditions of"ruling Fujian by local people"and"unifying the Navy",which not only provided a favorable opportunity for the Fujian Navy to expand its living space,but also boosted the change of flag process to a certain extent.The negotiations proceeded smoothly and concluded successfully,but there contained a lot of considerations of interests.Although the Fujian Navy came under the National Government,the two sides were essentially estranged.
