Chang Shun and Construction of Jilin Garrison after Turbulence in 1900
The military strength in Jilin suffered huge destruction after the turbulence in 1900 with the invasion of Russia.General Chang Shun repeatedly negotiated with Russian occupation army and was allowed to build a garrison team.He got back weapons from the Russians and at the same time,under the pressure of Russia,he worked hard to raise military expend-iture.After the signing of the Sino-Russia Treaty Concerning the Three Eastern Provinces,Chang Shun made use of the rele-vant provisions to increase the personnel recruitment for the garrison,unified its organizations and designated its encamp-ment,so that the garrison embarked on the right track of regularization.When Korea kept making border troubles,Chang Shun trained the Jiqiang Army in Yanji,which laid a solid military foundation for expelling Korea's aggression later on.These activities,to a certain extent,restored the Jilin military system that was severely damaged during the 1900 turbulence,stabi-lized the local situation in Jilin and strengthened the border defense.They laid the foundation for successors to conduct mili-tary training in Jilin,and promoted the process of military modernization in that area.
