Combating Departmentalism:A Perspective on Grain Expropriation in Shanxi-Suiyuan Border Area during War of Resistance Against Japanese Aggression
During Chinese People's War of Resistance against Japanese Aggression,in order to guarantee food supplies,the CPC Shanxi-Suiyuan Border District Administration formulated the system of collecting grain for national salvation accord-ing to actual output.However,sometimes individual farmers,or the whole village community,or specific groups concealed their properties and yields.The Border District Administration Bureau believed departmentalism to be one of the causes of this phenomenon.In order to solve this problem,it carried out ideological and political education to the cadres and the mass,stressing the consistency between the result of the War and future of the public,arousing people's consciousness of sharing the burdens of the war,and advocating to the cadres the revolutionary concept of"great benevolent administration".On the other hand,the District Administration took various measures to prevent and control the risk of departmental selfishness in the col-lection of public grain,for instance,having system design for public grain figures,dispatching work teams and transferring village cadres,investigating the income of farmers,arranging self-report evaluation registration,and imposing penalties.Such measures provided material guarantee for the protracted war of resistance,and to some extent,they brought a balance between households and villages,enhanced the public's identification with the CPC and their recognition of the CPC leadership,and provided useful reference for strengthening and improving the work of grain expropriation during the War of Liberation and af-ter the founding of the People's Republic of China.
